I'm confused are the last two things something Boris said? The first one clearly wasn't. I really can't imagine licencing a few bars to allow smoking will cause any problems for non-smokers other than those dragged along by their partners and friends, but then it is there choice to be friends with smokers that insist on taking them to these 'special pubs'.

Where it will cause issues is if staff in these bars become ill with smoking related diseases. They chose to allow it surely they would be liable.

Personally I think it is extreemly unlikely that Boris' will be able to change what is a UK England wide law just in London. What other laws could he be planing to change perhaps he could allow the hunting of the homeless, only one day a year mind. Lets face it is more likely he just told a few people what they wanted to hear rather than actually do anything.
